Play External Sound File

I wish an asp script to have the option of playing an external sound file if a certain caller id is picked up. By this I mean that if the number 234234234 is picked up a certain sound file will play from the computer hosting the voice guide program (not over the modem so that the caller is hearing the sound). Does anyone know the asp script that will call an external sound file to be played locally on the host computer.
